From Belgium to Russia, from Norway to Spain: wherever tolls or kilometre levies are applied in Europe, DKV Euro Service arranges their settlement. The classic toll billing and settlement sector includes countless services – starting at VAT-refunding all the way to the DKV COCKPIT client portal that provides online access to all tolls and fuel card records and data. By now, around 30 European tolls and other levying systems qualify for settlement with the DKV CARD, the DKV BOX and various third-party boxes. Irrespective of the number of tolls systems used by way of DKV, the customer receives just one invoice, clearly specified.

Service range depending on tolls provider
“The nature of the services that come with a service card or on-board unit depends on the tolls system in question and on its operating company”, Manuel von Mohrenschildt, Head of International Sales Partner Management DKV Euro Service, affirms. In the case of the Belgian tolls system due to be launched this year, DKV offers a so-called Premium Registration, which contains the full programme, including registration for the system used by the toll provider and ordering and delivery of toll boxes, all the way to settlement of the services involved. And in Russia, where on 15 November 2015 a motorway levy was introduced on trucks weighing 12 tons and over, drivers can report their tolls stretches on location at the toll terminal and settle with their DKV CARD, which is accepted without any previous registration at Russia’s 90 toll terminals.

Pre-pay vs Post-pay
Payment options distinguish between Pre-pay and Post-pay. Fuel card payment generally means the use of post-pay, so the customer is billed after completing the toll trip. “The main benefit for post-pay customers here is instant, automatic increase of their liquidity”, says Manuel von Mohrenschildt. Moreover, quite a few toll operators grant additional discounts on toll box / OBU payments. In Italy for instance, hauliers are invited to join Consorzio DKV Euro Service to automatically benefit from the maximum options on Italian motorway tolls and Fréjus and Mont Blanc tunnel charges; in short, another liquidity benefit. Other advantages lie in store for users of the country-independent DKV BOX, which is accepted in France (TIS PL tolls system and guarded truck parks), Spain (VIA-T tolls system and guarded truck parks), Portugal (VIA Verde tolls system and Scut), Belgium (Liefkenshoek tunnel) and Germany (Warnow Crossing and Herrentunnel). The DKV BOX is especially designed to include the possibility of extension by other toll systems.

One uniform European toll box in preparation
Although right now there is no OBU fit for use all over Europe, there is the DKV BOX, which already can be used country-independently. In collaboration with AGES Maut System GmbH & Co. KG of Langenfeld, Germany, DKV has long been working intensively on a solution for uniform European tolls settlement under the name of EETS (European Electronic Toll Service). However, the technical, commercial, contractual and statutory preconditions still do not harmonize in several places.

Regional European Electronic Toll Service (REETS); a regional alternative
To be able to come up with a uniform OBU, an EU-sponsored pilot project was run between 2013 and 2015 and completed by October 2015. Objective of REETS was to roll out EETS-services within the framework of a regional project encompassing Germany, Austria, France, Spain, Italy, Denmark, Poland and Switzerland. DKV was deeply involved in this project ever since its launch. By now, parties have agreed on common technical solutions and they have carried out practical tests. This was followed by the introduction of contract frameworks and the creation of an information platform. On so-called REETS Final Day these results were revealed to a highly interested audience consisting of many European partners (Member States, toll operators, service providers). “We are confident that this project will give off a resounding signal to the entire EETS-process”, says Manuel von Mohrenschildt.

Cooperation with UNICEF

DKV Euro Service supports social projects in Mozambique, all of them within the scope of the introduction of the new Belgian tolls system. This implies that each new registration generates a fixed amount that will be assigned to social projects. This, however, does not involve any additional costs for customers of DKV Euro Service.
